Assistant Community Services Officer (Socio Economic Assessment)

ORGANIZATIONAL CONTEXT.
For the past three years, the socio-economic situation in the country has continued to deteriorate, funding shortfalls have beset UNHCR, WFP and other humanitarian partners, there is increased inflation and steady increase in prices of basic products. All these factors continue to negatively impact on the ability of refugees to meet their basic needs as well as UNHCR and other humanitarian actors’ ability to meet the needs of all registered persons of concern. As a consequence, the limited resources available must be targeted only to the most vulnerable persons of concern.
 The goal of targeting assistance to only the most vulnerable refugees and asylum seekers has found form in a tablet-based socio-economic questionnaire which has been developed to collect and assess the socio-economic status of households of concern in Egypt. Data collected from office-based and / or household visits will be analysed to assess and categorize refugee households on the basis of socio-economic vulnerability. Thereafter, assistance will only be targeted to the most vulnerable refugees across all sectors including; cash, food voucher and education grants.
 Project across the entire country as well as oversee the process from interviewing, data collation, data clean-up, analysis, scoring, categorization and reporting by UNHCR and partners in Greater Cairo, Alexandria and Damietta.
 As a member of the Community Services team, the incumbent will report to the Head of Unit. S/he will also be required to spend a considerable amount of his / her time with communities of concern.
The incumbent for this position will be required to primarily coordinate the vulnerability assessment
 
Duties and Responsibilities
- Coordinate the conduct of the vulnerability assessment / targeting project in Egypt, through direct implementation in Greater Cairo and vide Implementing Partners in Damietta and Alexandria.
- Draft and consolidate standard operating procedures (SOPs) to guide the project across the country and in coordination with all relevant stakeholders monitor compliance.
- Create a detailed work plan which identifies and sequences the activities needed to successfully complete the project.
- Monitor project activities to ensure completion of Phase II of the vulnerability assessment / targeting project in Egypt and the commencement of re-assessments of the Syrian refugee population- Commence vulnerability assessments for the African and Iraqi population groups.
- Monitor progress of the project and provide guidance to caseworkers & social workers conducting the interviews, this will include conducting trainings/supporting capacity building initiatives.
- Assist the operation in targeting assistance to Extremely Vulnerable Individuals (EVIs) identified through the assessment.
- Perform any other duties connected directly with the implementation of the Project or as required.
 
Monitoring and Progress Controls
-100 % completion of Phase II of the socio-economic assessment for the entire Syrian population.
- Commencement of vulnerability assessments for the African and Iraqi population.
- Progress reports provided on the conduct of the assessments in the country.
- Timely, monthly, bi-annual and annual reports submitted on achievements, challenges and gaps.
