Food Security Analyst SC8

These jobs are found in Headquarters (HQ), Regional Bureaux (RBs) or Country Offices (COs) and job holders report to a more senior Programme Policy Officer.
Job holders are likely to be working under the close support and guidance of a more experienced professional staff member receiving guidance and regular feedback on work performed. They are typically involved in programme or policy activities or similar nature and analytical work of limited complexity.
JOB PURPOSE
To provide support to policy and programme activities that effectively meet food assistance needs.The Food Security Analyst will work under the supervision of Head of VAM.
KEY ACCOUNTABILITIES (not all-inclusive)
The analyst is expected to work in coordination with relevant units within the RBC regional bureau, VAM officers at the headquarters and other regional VAM teams. Within delegated authority, the Food Security Analyst will be responsible for the following duties:
Provides technical guidance for designing and conducting assessments/surveys, including questionnaire and sampling design, analysis plan, data collection, computation, interpretation, and presentation/reporting of results for food security and nutrition surveys and indicators.
Conduct food and nutrition security analysis for selected countries using data collected though national household surveys (e.g. household budget surveys, income and expenditure surveys).
Conduct statistical analysis of the necessary variables to develop food systems/economy zones, risk zones, and food insecure population/areas in support of WFP operation in the region.
Review tools and methodologies used to analyse food and nutrition security in national data collection systems to standardize the WFP’s approach to food security analysis;
Prepare guidance materials on food security data analysis to set a standard;
Provide food security data analysis training for national statistical agencies in RBC countries, as well as WFP and VAM staff in country offices (COs);
Lead the collection of primary and secondary data as appropriate.
Participate in food security related coordination forums, Inter-Agency forums, working groups, technical meetings and training activities within as well as outside of WFP.
Provide expert advice on key food and nutrition security indicators that best describe the vulnerability contexts in the Middle East and North Africa (MENA) and the Central Asian countries;
Explore opportunities for food security analysis to contribute to targeting and monitoring national social safety-nets programmes;
Provide expert advice on identifying key food and nutrition security indicators for emerging issues such as urban food insecurity and resilience;
Contribute to other food-security related studies to enrich knowledge in key areas that would ultimately enhance WFP's contribution to food insecure and vulnerable population;
Contribute to development of partnership with national and regional institutions;
Perform other duties as required.
OTHER SPECIFIC JOB REQUIREMENTS
Results Expected
VAM analysis is to contribute to national food security policy and strategies, through working in partnership with national statistical agencies;
The standard approach to food security analysis using national household data collection system is documented;
RBC VAM relevant staff are trained to conduct high-level statistical analysis;
Partnerships with national statistical agencies in RBC countries are developed/strengthened;
Staff from national statistical agencies are sensitized and trained to conduct food security and vulnerability analysis.
