Administration and Finance Manager

THE JOB
Based in Cairo Office, under the direct responsibility of Egypt Head of Mission, the Administration manager ensures the implementation and follow up of the institutional, financial, administrative, human resources & logistics management of the program of Handicap international mission in Egypt, with strong functional links with Regional Finance Coordinator (RFC) and Regional Support Service Coordinator (RSSC).
MAIN RESPONSIBILITIES:
• Management of financial resources: budget monitoring and adjustment, support to budget managers, follow up of donors contracts, cash-flow, accountancy, eligibility of expenses
• Ensure that financial and institutional frame is respected with HI local partners: contracts, financial follow up, capacity building
• Administrative management of the human resources: recruitment, follow-up, social policy
• Ensure that local legislation is respected and that a legal framework is established (through contractual documents, government formalities)
• Management of support team:ensure a clear framework of roles and responsibilities, implement and supervise Individual Action Plans, and ensure training responsabilities
• Ensure the respect of logistics procedures: procurement, transportation, vehicle management
• Ensure effective communication and external relations in his field: representation of the organisation, circulation of information with the Regional Office in Amman
