Tasks and responsibilities
The expert will be expected to assess the current service delivery model used by the client through desk research and field visits.
Propose a new labor market model as well as most feasible model on client profiling for employment services.
The expert will be expected to offer a standardized service delivery model to be used by employers as well as propose to client profiling model based on the best practices learned from the region.
Propose indicators in the profiling system to measure and monitor future performance.
Produce the manual which will include step-by-step information on the service delivery model as well as on implementation of the client profiling model for delivering differentiated services both to the jobseekers and employers
Deliverables/ Outputs
Review of the current service delivery model and setting labor market information system benchmark (November 2015)
Standardizing the service delivery model and developing a labor market system (December 2015)
Produce the work manual (Mid-January 2016)
Scope of price proposal and schedule of payments
The Contract is based on lump sum remuneration and shall be processed subject to deliverables as per the schedule listed below:
Review of the current service delivery model and setting labor market information system benchmark 30%.
Developing labor market information system 40%
A step-by-step manual on the service delivery as well as the manual on client profiling model 30%.
The following documents may be requested:
Papers Indicating all past experience from similar projects, as well as the contact details of the candidate and at least two professional references
Financial proposal: The consultant is expected to provide a lump sum amount/financial proposal for each deliverable. Please note that the contract price is fixed regardless of changes in the cost components;
Technical proposal, a max. 3 page document explaining the approach and method to be utilized for delivering the expected results within the indicated timeframe (including the service delivery and profiling model proposed) (an interview will be conducted for the shortlisted candidates.
Criteria for Selection of the Best Offer
Combined Scoring method - where the qualifications and methodology will be weighted a max. Of 70%, and combined with the price offer which will be weighted a max of 30%
