Governorate Lead Field Officer Position - Monofiya

Management & Training Corporation (MTC), a US-based private company with 35 years of experience in workforce development and training, is seeking an Egyptian national for a position on the USAID-funded Workforce Improvement and Skill Enhancement (WISE) project based in Cairo, Egypt.
Position Summary:
The Field Officer is recruited from (or to) the local governorate population where s/he will be located. S/he supports all three WISE results and therefore possesses a broad range of skills and ability to navigate the technical and vocational education and training system as well as private sector networks. S/he works primarily on Results A and B while supporting Result C.
 
 
Primary Responsibilities include but are not limited to:
- Undertake the lead role in his/her respective governorate
- Lead the governorate field officer (if one appointed)
- Play a leading role in coordinating the work of all project’s field-based activities.
- Support data and information for the revision of project work and financial plan.
- Liaise with all relevant field-based project beneficiaries, including MoETE (at government level: SUTEs & LUTE) and Private Sector for effective coordination of all project activities.
- Facilitate technical backstopping to field-based training activities supported by the project.
- Assist relevant project beneficiaries - including MoETE (at government level: SUTEs & LUTE) and Private Sector - with development of essential skills through training, workshop, and on-the-job training thereby upgrading their institutional capabilities.
- Support in coordinating and assisting scientific institutions with the initiation and implementation of any field studies and monitoring components of the project.
- Report progress of the project to DCOP.
- Provide inputs into the Combined Project Implementation Review/ Annual Project Report, Technical Reports, quarterly financial reports and other reports as may be required by the COP.
- Carry out regular, announced and unannounced inspections at the field.
- Facilitate the regular coordination meetings and dialogues with relevant stakeholders at governorate’s level.
- Assist the Project in private sector partnership formulation at the governorate level.
- Provide feedback from stakeholders involved in field-based activities on challenges and recommendations for smooth implementation.
- Ensure the timely and cost-effective implementation of all components’ activities of the project.
- Maintain records of project expenditures at the field and collaborate in financial reporting.
- Assist in documenting all field-based experiences and lessons learned.
- Assist in dissemination of lesson learned and best practices for scaling up and replication.
- Assist in liaising and filling the communication gaps of diversified stakeholders in acquiring new knowledge and understanding of project activities.
- Maintain strong relationships with MoETE (Ministry of Education & Technical Education), Moduriyas (directorate) and Idaras (administration), VTC’s (Vocational Training Centres) Managers, schools’ principals, Board of Trustees, Investor Associations, factories, farms, and hotels management at the government level.
- Work with teachers, trainers, and instructors to upgrade their knowledge and teaching skills.
- Maintain professional relationships with colleagues.
- Perform any other tasks as needed
