ORGANIZATIONAL CONTEXT.
As the designated lead agency in the refugee response in Egypt, UNHCR has established a sector-based structure in Cairo. The structure brings together UN agencies and national and international NGO partners with the support of the MOH to address the needs of refugees. UNHCR put forward a mainstreaming strategy to integrate Syrian refugees into public primary health care facilities and to gradually phase out from parallel health care services to enhance resilience and sustainability, while the high cost of secondary and tertiary health care services compelled UNHCR to support a subsidized referral care for refugees. Due to a shortage of funds UNHCR has been forced to use a restrictive criteria according to which, coverage is limited to life saving and life threatening cases. Since 2015, UNHCR contracted a partner to manage the provision of the referral health care services in Alexandria, Damietta which expanded to greater Cairo in January 2016.
The Senior Public Health Associate in Egypt is in charge of developing and monitoring a functioning model for the provision of quality health care to all refugees in Egypt. The incumbent works under the technical supervision of the Public Health Officer based in Cairo. S/he supports the Public Health Unit (PHU) with the implementation and monitoring of the public health programme, especially the referral health care system. The incumbent works closely with other UNHCR colleagues from protection, programme, resettlement or other units.
 
FUNCTIONAL STATEMENT.
Accountability
- UNHCR’s health programmes in the country operation meet minimum UNHCR and international standards.
- UNHCR implements a functional and effective referral care system in the country operation.
- Health Partners are proficient at collecting, collating, submitting and interpretation of data and reports are timely and accurately.
 
Responsibility
- Coordinate, align, harmonize and oversight issues of UNHCR health partners complementary health care services.
- Monitor and assess the performance of UNHCR’s health partners and the alignment with the project description and work plan.
- Support UNHCR partners and provide guidance to them about UNHCR standards and practices.
- Develop UNHCR partners’ capacities to set and maintain UNHCR standard Health Information System HIS and fulfill the reporting requirements.
- Conduct frequent M&E visits to ensure quality of health care services provided by UNHCR Partners.
- Develop a strategy for community outreach, health promotion and health awareness and monitor the related activities.
- Take action to ensure quality health information system reports that contribute to the quality of primary, secondary and tertiary health care services for refugees.
- Monitor health-related projects on behalf of UNHCR and make recommendations.
- Implement and sustain a Monitoring and Evaluation System for UNHCR.
- Ensure that internal reporting tasks are fulfilled.
- Improve the referral pathway between primary and secondary health care level.
- Ensure UNHCR referral care SOPs are up to date and modified when needed, dissemination and training to various partners.
- Contribute to capacity building of the humanitarian partner, PHC network and hospitals.
- If needed, conduct focus group discussions with refugees to understand obstacles to care.
- Provide qualitative and quantitative inputs on referral care to any UNHCR documents.
- Contribute to mainstreaming and enhancing access of POCs to public health services.
- Hold the secretariat of the Health Working Group.
- Performs other relevant duties as required.
 
Authority
- Liaise closely with UNHCR Partners in Cairo and in the field locations.
- Undertake frequent monitoring visits to UNHCR Partners, field desks and hospitals.
- Liaise with UN, humanitarian partners both implementing and operational and MOPH on referral care.
- Organise training/workshops as needed to increase knowledge on and compliance with UNHCR’s referral SOP.
- Organise training/workshops as needed to increase knowledge on and compliance with UNHCR Monitoring Tools.
- Prepare reports, share information and convene meetings for the Health Working Group.
