- The Lead Engineer - Procurement is in charge of all project-related procurement globally.
- He/she is member of the “Project Task Force”. He/she supervises a procurement team, who source equipment, materials, goods and services for the project.
- He/she assumes management responsibility, thus focuses on carrying out its tasks efficiently and economically to meet the requirements of the project and company.
- Prepares the commercial procurement specification (CPS) for the project such that all requirements of the contract concluded with the customer that relate to procurement and the resulting risks are handed down "back-to-back" to the vendors.
- Perform all procurement and contracting activities including pre-qualification, tender management, negotiation and preparation of contracts.
- Negotiate contracts with suppliers to obtain best price and service.
- Identify cost reduction opportunities to achieve financial goals.
- Analyze market and delivery trends so as to develop procurement technologies and processes that support those trends.
- Review current processes for procurement and make recommendations where appropriate.
- Compliance with the specified dates for procurement activities, compliance with the man-hour budget for procurement.
- To prepare Request for Quotations and issue them to appropriate vendors for bidding.
- Review enquiry and material delivery status and take (or recommend) appropriate recovery action where required.
- Ensure timely procurement of approved materials and to ensure delivery to job site in accordance with schedule requirements.
- Process Requisitions for Pre-Engineered Goods, in a timely fashion and to ensure that the best commercial option is selected for company’s requirements.
- Prepare regular status reports on outstanding orders and highlight any potential problems before they occur.
- Properly process any nonconformities in services/supplies and claims to vendors/suppliers in cooperation with the claim manager, project manager, commercial contract manager, project engineer, lead engineer and construction department.
- Co-ordinate with the site for timely update on Requisitions status in accordance with schedule requirements.
- To ensure purchasing, expediting and material control functions are performed to the company standards.
- Prepares the purchase order thereby ensuring the consistent transfer of the corresponding data (third-party cost) to all parties involved (departments),
- Maintain a register for all material arriving in country by sea, air and road, as well as those being exported.
- Set policy and guidelines for delivering commercial and cost effective procuring process for the business.
- Manage overall direction, coordination, and evaluation of procurement, shipping, expediting, customs clearance, etc.
- Provide a cost effective, efficient and professional service to the project.
- Participate in quality audits and expedite closeout of any findings.
- Participate in price negotiations, not only to the benefit of the project, but also in consideration of the general interests of the company,
- Prepare Purchase Orders on agreed terms and conditions in accordance with delegated authority.
- Monitors the vendors/suppliers full compliance with the contractual obligations (confirmation of PO acceptance, guarantees, spare parts proposal, price options, penalties, etc.).
- Verifies that the procurement activities are performed as specified, coordinates the shipping activities as well as the expediting and inspection activities.
- Arrange for freight forwarding service for the prompt and steady delivery of products.
- Ensure the proper legislative, required customs, tax requirements and duty exceptions are involved in the transportation of products.
