Background
The Middle East and North Africa, Central Asia, and Eastern Europe regions host some of the most challenging settings in the world in terms of addressing food insecurity. Pressure from population growth, resource scarcity and natural hazards have led to serious degradation of the natural resource base with adverse implications for food security. This system, already under considerable pressure, especially from a water and land perspective, will become even more exposed as climate change further exacerbates existing risk factors and stressors.
The situation is particularly precarious for food insecure people that WFP supports throughout the region, many of which are also affected by recent instability, conflict and fragility. Syria, Iraq, Yemen, Ukraine and Libya are in conflict and in 2016 around fifteen million people fled their homes, many seeking refuge in fragile countries such as Iraq, Turkey, Jordan, and Lebanon. Protracted crisis countries, such as Sudan and Palestine, are exposed to recurring flares of violence and conflict, as well as sudden influx of refugees or other population displacement, requiring readiness for WFP to quickly respond and scale up assistance on a regular basis.
For WFP, it has become an imperative to address this multitude of complex risk factors that contribute to food and nutrition insecurity and erode the livelihoods of the poorest. Working with partners, WFP in the region is advancing a more holistic approach to supporting disaster risk reduction, climate adaptation and resilience at all levels.
In this context, WFP is seeking to enhance its capacities to support regional and country level efforts through the recruitment of a Programme Policy Officer. This post will be based in the resilience, climate adaptation and disaster risk reduction unit under the supervision of the Regional Programme Officer for Disaster Risk Management and Climate Change.
Specific tasks and outputs
During assignment, the Programme Policy Officer will be accountable to:
Support the development of existing partnerships and identification of new, including with other UN agencies, the League of Arab States, and other regional institutions, academia and organizations.
Support WFP’s contribution to the implementation of DRR, climate and Sustainable Development related Arab regional strategies, frameworks and action plans as relevant.;
Support WFP country offices’ capacity augmentation, providing technical guidance as required, and facilitate the development of an internal community of practice amongst staff, in line with WFP regional strategies and priorities for disaster risk reduction, climate change and resilience.
Research and analyze policy and operational issues to support the development of country strategies, programme and activities;
Support mapping, analysis and regular monitoring of donor policies, strategies and RFPs with regard to resilience-building in the MENA and CIS regions;
Support resource mobilization with a focus on specific government donors, foundations, climate funds, DRR funds, and other as relevant for food and nutrition security, including the formulation of targeted concept notes for innovative programme ideas;
Contribute to the preparation of reports on programme and activities to support decision making and information sharing;
Contribute to the development and coordination of case studies, research, operational information and other knowledge management products, support the organization of external presentations and events showcasing WFP experience and learning, and promote effective information-sharing and exchange;
Liaise with other functional sections and units to ensure effective internal collaboration;
Perform other duties as required.
