Programme Policy Officer for Resilience, Livelihoods, Disaster Risk Reduction and Climate Adaptation - World Food Programme

Background
The Middle East and North Africa, Central Asia, and Eastern Europe regions host some of the most challenging settings in the world in terms of addressing food insecurity. Pressure from population growth, resource scarcity and natural hazards have led to serious degradation of the natural resource base with adverse implications for food security. This system, already under considerable pressure, especially from a water and land perspective, will become even more exposed as climate change further exacerbates existing risk factors and stressors.
The situation is particularly precarious for food insecure people that WFP supports throughout the region, many of which are also affected by recent instability, conflict and fragility. Syria, Iraq, Yemen, Ukraine and Libya are in conflict and in 2016 around fifteen million people fled their homes, many seeking refuge in fragile countries such as Iraq, Turkey, Jordan, and Lebanon. Protracted crisis countries, such as Sudan and Palestine, are exposed to recurring flares of violence and conflict, as well as sudden influx of refugees or other population displacement, requiring readiness for WFP to quickly respond and scale up assistance on a regular basis.
For WFP, it has become an imperative to address this multitude of complex risk factors that contribute to food and nutrition insecurity and erode the livelihoods of the poorest. Working with partners, WFP in the region is advancing a more holistic approach to supporting disaster risk reduction, climate adaptation and resilience at all levels.
In this context, WFP is seeking to enhance its capacities to support regional and country level efforts through the recruitment of a Programme Policy Officer. This post will be based in the resilience, climate adaptation and disaster risk reduction unit under the supervision of the Regional Programme Officer for Disaster Risk Management and Climate Change.
Specific tasks and outputs
During assignment, the Programme Policy Officer will be accountable to:
Support the development of existing partnerships and identification of new, including with other UN agencies, the League of Arab States, and other regional institutions, academia and organizations.
Support WFP’s contribution to the implementation of DRR, climate and Sustainable Development related Arab regional strategies, frameworks and action plans as relevant.;
Support WFP country offices’ capacity augmentation, providing technical guidance as required, and facilitate the development of an internal community of practice amongst staff, in line with WFP regional strategies and priorities for disaster risk reduction, climate change and resilience.
Research and analyze policy and operational issues to support the development of country strategies, programme and activities;
Support mapping, analysis and regular monitoring of donor policies, strategies and RFPs with regard to resilience-building in the MENA and CIS regions;
Support resource mobilization with a focus on specific government donors, foundations, climate funds, DRR funds, and other as relevant for food and nutrition security, including the formulation of targeted concept notes for innovative programme ideas;
Contribute to the preparation of reports on programme and activities to support decision making and information sharing;
Contribute to the development and coordination of case studies, research, operational information and other knowledge management products, support the organization of external presentations and events showcasing WFP experience and learning, and promote effective information-sharing and exchange;
Liaise with other functional sections and units to ensure effective internal collaboration;
Perform other duties as required.

WH 001 Warehouse Manager - Alexandria - Beshay Steel

Responsibilities:
• Follow up with site manager for the requisition of materials.
• Follow up with purchase department for the said requisition for preparation of Purchase Order(PO).
• Follow up with Vendors/Suppliers for the delivery of materials/items to ensure timely delivery at site.
• Coordinate with PMV (Plant Machineries & vehicles) department regarding availability of machines and vehicles to be use on site and take necessary action as per the requirement.
• Ensure material/items supplied from the vendor or transferred from other site should be received by staff of warehouse department.
• Check all formality related to incoming items such as delivery, invoice, purchase order, test certificate, weight slip etc
• Ensure material/items is counted/weighed/measured
• Ensure material is checked for adequacy such as breakage, distortion and deterioration by the sub-ordinate before unloading
• Ensure material/items is approved by quality department before accepting it for storage
• Ensure Material Receipt Note(MRN)/Stock Receipt Voucher(SRV), Goods Inspection Notes(GIN), Invoice, Purchase order(PO) are properly checked and documented/filed by the sub-ordinate
• Ensure daily goods receipt register/goods inward register is maintained as per standard procedure by the sub-ordinate to determine current stock of material physically
• Periodically review the MRN, Goods inward register & other document for correctness
• Co-ordinate with purchase, accounts departments for purchasing of material and bill clearance
• Ensure location in stores/stock yards are marked with label/tags for easy identification, retrieving of material/items
• Select appropriate location in store/stock yard for storing of material/items keeping in mind storing system on the basis of :
• type of material-physical state
• toxicity, in-flammability and other hazards
• volume and weight - heavy or light
• on the basis of frequency of movement
• on the basis of material to be use at site
• Ensure all hazardous material is handled carefully as per environment, health and safety norms
• Ensure all materials in stores/stock yards are stacked and stored as per the standard storing procedure
• Ensure appropriate manual/mechanical methods are adopted when loading, unloading, shifting and placing the material/item in stores/stock yard to ensure safety of personal and material/item
• Ensure good housekeeping in the stores/stock yard
• Ensure all material/items in the store/stock yard are only stored up-to their shelf life period or expiry period and shall be stored separately or returned to vendor after expiry of shelf life
• Carry out periodical verification of stock to match with the records and available physical stock of material/items
• Ensure separate storing of scarp/discarded material as per standard storing system
• Monitor the stock availability in the stores/stock yards to ensure “No Excess and no Shortage” of material/items at site.
• Ensure standard procedure are followed for issuing of material/items
• Ensure indent is duly filled by the requisite, check and verify authorized Signature.
• Check proper manual/mechanical methods is adopted by the junior store keeper for shifting/handing over material/items to the issue counter/requisite
• Adopt proper issuing method for material having limited/short shelf life such as cements, paints etc. on “first in first out”
• Ensure proper ledger is maintained by the junior store keeper to maintain current stock of materials/items and check the same periodically
• Prepare monthly report for Issued material
• Ensure documentation and filing is carried out by junior store keeper as per the quality management system of store
• Complete all statutory requirement before dispatching material/item to other job site as per the applicability.
• Communicate job expectations and coach employees
• Determine staffing levels and assign workload
