1. ORGANIZATIONAL CONTEXT:
Since the start of the Syria crisis, UNHCR has been registering Syrian asylum seekers distributed in different areas of the country including the majority in greater Cairo, Alexandria and Domiatte.
The Operation is in urgent need for international UNHCR expertise as core workforce to assist in the overall management and running of the newly evolving situation of Syrian asylum seekers within the Country. UNHCR is also in the process of expanding all its protection and assistance programmes to cover the Syrian caseload. Egypt has been included in the RRP for Syrian Refugees and new partnership agreements are being drawn up to cover the needs in Cairo, Alexandria and other governorates.
In this emergency phase of the operation additional mapping of Syrian communities in the country, needs assessments, partner coordination, and development of programmes, are required in order to put in place a systematic, holistic response to the Syrian refugee influx.
The requested workforce need to have relevant experience, willingness to serve in a rather stressful environment of delivery and ability to respond quickly to increasing work demands. The additional international workforce will also work on the training of new recruits from the national capacity and organize on job training in addition to the implementation of daily job requirements while achieving the anticipated output.
Therefore, the recruitment of one PI staff is needed in order to manage the PI needs for increasing workload/activities of Alexandria Field Office in the context of overall Public Information and External Relations context.
Purpose and Scope of Assignment:
• Establishes and maintains PI/external relations activities for the Syrian operation in Egypt.
• Keeps track of evolving issues concerning refugees to be able to suggest stories and topics for the media to cover.
• Monitoring the media on local developments affecting the refugee population and implying proactive approach to take related measures to disseminate information for positives image building.
• Accompanies visits of delegations and the media to refugee sites in the duty station
• Establishes contacts with local organisations, community based organisations, NGOs and donor embassies at the duty station to promote general interest and understanding of refugee issues.
• Establishes contacts with the person of concern in the business community and acts as a focal point for exploring avenue for partnership building.
• Ensures that the office is kept informed of local developments which may have a political or operational impact on the operation.
• Managing monthly / periodic qualitative and quantitive progress reports of the operations and guiding concerned units for putting contents in more effective and projective manners.
• Draft updates, briefings, managing invitations/arrangements for IAWG/other meeting and take minutes of meeting as required
• Advises the operation on local aspects of external relations policies.
• Translate documents as required and extending support/working closely with Cairo PI unit, in close collaboration/supervision of HOO.
• Performs other duties as required.
3. Monitoring and Progress Controls:
- To ensure that UNHCR serves as a professional up-to-date source of information on key refugee/humanitarian policies;
- Regular contacts with Embassies, UN agencies, and NGOs to promote UNHCR’s activities in the country of assignment
